LOS ANGELES Rep. Dana Rohrabacher (R-Calif.) said he hopes to stimulate private space efforts by offering a tax break.

Speaking Saturday at the Space Frontier Foundation conference, Rohrabacher said hes working on legislation that would cut taxes for any company building something to be sent into space.

As part of his "zero gravity, zero tax" plan, he said hed like to see the capital gains tax cut too to promote investing in space projects.

He also said he was in favor of privately owned remote sensing satellites to sell images to private and governmental agencies, but these companies should not sell to countries hostile to the United States.

Currently several federal agencies are against sales of the high resolution images to anyone.

"Get the State Department out of the way," Rohrabacher said. We cant treat everybody the same."

He said he also wants NASA to study the feasibility of boosting the shuttles external fuel tank into orbit or higher, rather than letting them fall to earth.

Rohrabacher said once enough of the tanks are in orbit or placed on the Moon, the space agency should examine proposals from companies and individuals about the tanks could be used.

Rohrabacher is chair of the House Space and Aeronautics Subcommittee and has been a champion of space privatization.
