The House of Representatives overwhelmingly approved the $13.65 billion NASA budget Thursday by a vote of 406-18.

The budget, which is a total of $74 million above President Clinton's request for fiscal year 2000, and $25 million below the 1999 level, was set by a joint Senate-House conference committee last week after intense negotiations with the White House.

The original House version of the VA-HUD spending bill, which contains the NASA budget, included $900 million in cuts to the agency, prompting a months-long lobbying effort by space supporters to restore NASA funding.

The Senate version of the bill fully funded the president's request, but shifted $120 million from space science to space transportation and other programs.

The Senate is tentatively scheduled to vote on agreeing to the conference report on Friday. Once that happens, the bill will go to the White House, where President Clinton is expected to sign it into law.
